Question
If I need to take a bus (9 NIS) and I don’t have any money on my Rav-Kav card and no cash either, and if I don’t get on it then I’ll have to take a taxi for 100 NIS or wait for a bus that will only come the next day
Is it permitted for me to get on the bus without paying and then pay another time, double?
(Note: the bus companies do not get paid for each and every passenger; rather, they get paid for each route they operate, and when you load money onto the Rav-Kav, the money goes to the Ministry of Transportation, which pays the bus companies for each route they operate regardless of how full the bus is.)
Answer
I think so. Although one could argue otherwise, since the company would not agree if you asked. But that refusal is only because of the concern that in the end you won’t pay.
