In order to be a heretic, you have to be a person of sound mind. Someone who mutters this collection of nonsense apparently is not of sound mind.
But even if he were of sound mind, if that is what he believes, then that is what he believes. What difference does it make whether this is heresy (in your view) or not?
And finally, even in the words of the Sages one finds statements that principle X is the whole Torah ("the rest—go and learn") or that it is equivalent to the whole Torah. So it depends on the meaning of the statement. But since the statement you quoted apparently has no meaning, I do not know how to apply that criterion to it.
