God's changing policy regarding intervention in the world

The rabbi said that it is logical to conclude that God changed His policy regarding hidden miracles because it is clear to us that He changed His policy regarding overt miracles (there are no overt miracles today, unlike in the past) and therefore there are no problems from the Bible regarding the notion that God does not intervene in any way because He simply changed a policy from the policy in the Bible. My question is that there is a difference in the Bible between the description of the policy in visible miracles and hidden miracles. In the Shema, it is explicitly described that if we worship God, it will rain and there will be abundance (a hidden miracle), while descriptions of visible miracles are not accompanied by any condition of our behavior. Therefore, it may not be correct to conclude that because God no longer performs visible miracles, then He also does not perform hidden miracles. We see that there is a difference in the wording between the types of miracles. It is also logical to think that God intervenes less in the world in visible miracles because we are like a child who grows up and matures and no longer needs this assistance. But a hidden miracle like the one described in the Shema is simply a way of God's action in the world forever (or until proven otherwise). And evidence of this, as I said, is that the Torah explicitly lists the policy of God in a hidden miracle and does not explicitly list the policy of God in a visible miracle, and it is impossible to infer a change in one policy with respect to the other.
