No decree is made on the public unless the majority of the public can abide by it.
Hello Rabbi. I wanted to know what the validity of this rule is (only in Durban decrees)
And would you apply this rule somewhere in Halacha today, perhaps at the intersection of modern life and Halacha?

I didn't understand the question. What does this rule mean? It's valid for about three and a half.
There is nothing to implement today because there is currently no institution that has the authority to issue decrees.
