The law of suspicion during Hanukkah

The Gemara explains that one must light a Hanukkah candle at two openings due to suspicion.
Haran finds out that the second lighting is suspicious and does not welcome it.
What is the attitude towards this law in particular and the law of suspicion in general nowadays? It is very far-fetched to assume that people will be suspected when they do not see a light in their apartment window.
