Question

Based on the well-known Nachmanides on Leviticus 18:25, who says that “the essence of all the commandments is for those who dwell in the Land of God,” it sounds like outside the Land of Israel the commandments are only, so to speak, “as if” commandments. (Rashi on Deuteronomy 11:18 as well, though less forcefully.)
Is the situation the same with transgressions? Meaning, is a sin committed outside the Land of Israel only half-clutch and not all that serious?
 

I understand that even according to his view one still has to observe the commandments and avoid transgressions, but the question is whether we are more lenient there, and whether a relatively small difficulty or moderate pressure is enough to justify committing a transgression—something like the idea of major financial loss or human dignity, and the like.
