From an evolutionary perspective, there was once a first creature (perhaps an animal) that was capable of choosing—that is, of moving neurons in its brain without a physical cause. It seems likely that divine intervention (a miracle) was needed in order to create this potential for movement without a cause. From that point on, all of its descendants were endowed with that same wondrous ability (perhaps not universally at first). Do we not need divine intervention every time such a creature is born, one that can choose? After all, it cannot be explained as a hereditary process within the framework of the laws of nature, can it?

I have no idea. The Holy One, blessed be He, could have created a law of nature that allows human beings to choose—that is, that the will has the power to move neurons by its own force.
