Hello honored Rabbi,
Is it permissible to vow to fast on Sunday even though that conflicts with Havdalah over wine (assuming there is no one else who can recite Havdalah)?

A vow can take effect even with regard to a commandment-related matter (see Nedarim 16). As for whether it is permissible to do so, certainly one should not, without good reason, prevent oneself from fulfilling a commandment. But if there is a good reason for this vow, then there is room to permit it.

From the question it sounded like this was a case where there was no possibility of making Havdalah. But even if there is, the delay is also problematic, and there is no reason to make a vow and postpone fulfilling a commandment if the vow is not necessary.
He can make Havdalah when the fast ends—what's the problem?
