Divine and animal soul

Shalom Rabbi, in the series on morality and halacha, the Rabbi taught Chapter 9 of the Tanya.
The Rabbi actually described it this way: all of our instinctive desires, both good and bad, are actually called the “beastly soul.” Only when we act out of “discretion” is it the divine soul that can decide for good or evil.
 
A. Ostensibly, the divine soul is depicted here as something empty – it can choose good and evil equally. Is this emptiness?! Ostensibly, the perception is that the human "I" is the good and the choice is to act according to this consideration and not be dragged after evil or after instinctive good without thought.
 
on. If the animal soul is a "shell of Venus" that also contains instinctive goodness – how does this align with the words of the Tanya regarding the soul of the Gentile?
