Immodesty as sexual harassment
There is an argument that I originally came across from Rebbetzin Uriah Meborach (it was a long time ago, so it is very possible that I am distorting her words), it goes something like this: women walking around in clothing that reveals parts that are clearly of sexual significance (let alone giant signs of women in minimal clothing, etc.), obviously provokes a reaction in men that they are often not interested in. This can be either involuntary sexual arousal, or a kind of disgust (like we would feel, for example, at the sight of a naked man). In both cases, it is a kind of sexual harassment. Does the rabbi agree?
