Is the refusal of the Haredim to enlist in the military unequal?
I heard someone argue that from the perspective of the Haredim and parts of the religious and traditional public, Torah study is just as necessary for the state as the army (or at least necessary to a high degree), and since the question of whether Torah study is important enough has been debated, the way to resolve it in a democratic state is in the Knesset. Therefore, if the Haredim pass a law that exempts those who study Torah from conscription, there is no inequality in this. Does this argument work?

I also think that Torah study is essential for the people of Israel (I don't think for the state). Therefore, it certainly makes sense to exempt a certain number of quality Torah students from service. A blanket exemption is a moral and legal scandal. The moral injustice is of course unrelated to the question of whether it passed in the Knesset or not. And are there no injustices that this Knesset is perpetrating?
