Yesterday a friend called me and told me that he took Tractate Berakhot with him on his trip abroad and he asked me a question he had. Since these are legends, I didn't bother to look at them when I studied Tractate Berakhot (my opinion on legends is the same as yours, even in Tractate Megillah I skim and skip).
The Gemara in Berakot (No. 1:) continues to discuss the subject of the Chana prayer.
"If he sees, you will see," said Hannah before the Blessed One, Rabbi Elazar. "If he sees, it is better, and if not, you will see. I will go and hide from Elkanah my husband. Apparently, the Gemara here gives permission for a pervert to commit fornication so that she can pass the test of the cursed water. How does this make sense? It is very strange to me what the Sages are doing here.

This seems to be exactly what the Rabbis claim. It is certainly possible that God, the Blessed One, would not give her seed if she did it intentionally. As Thos wrote regarding one who divorces his wife by emissary and annuls the emissary in order to save her from the death penalty for fornication.
