Peace and blessings
I noticed that you wrote that from the perspective of the Dina Demalkhuta, one must listen to the traffic laws, but from the perspective of the Torah, with regard to entering danger, the public norm is the one that determines from a moral perspective, not the determination of traffic experts, since this is not in their field of expertise. Your words are very clear, but regarding what you said that the custom of the world determines, here we are not only talking about a person endangering himself, but also about a person endangering others – isn't the standard higher in the case of the Gwana?

I think I commented on that there. In general, I don't think it matters. Anyone who drives on the road drives on the assumption that people drive the way they do. The bar can only be higher in the sense that if you are a person who takes risks beyond the reasonable person, you would be allowed to break the law more on your own part, but because you endanger others, you must drive according to the reasonable person.
