During a conversation I had, a fundamental question arose regarding minor offenses that many people are likely to fall into — for example: parking in a blue-and-white lot for 20 minutes without paying.
The question is: Is there a halakhic obligation to notify the local authority and confess to it, out of moral and halakhic honesty, and even receive a fine for the matter because it is a violation of the law, or is it because it is a “minor” offense, and there is no direct harm to others, that we do not have a halakhic obligation to report it?

Sounds excessive to me. Dina Demalkhuta obliges one to behave like a normative citizen. This does not mean that the sections of the law become laws. If a normative citizen violates it, then fine (as long as they do not steal or harm others or the public).
