"You shall not uncover the nakedness of your father's wife; it is your father's nakedness."
Is the conclusion of the verse a reason for the Risha? If not, what is its implication? And if so, how do we remove a norm from a fact?

Yes, that's a reason. I didn't understand the question. As they tell you, hitting is forbidden because it hurts. There is always a normative assumption in the background. Here they just come to say why there is a problem here at all, since it's not your relative. They say it's like hurting your father.
