Is a number of wicked people considered a number?

There are many great wicked people in my congregation.
The sins that are not ashamed of, and this is largely the work of the community, are offenses between one person and another that harm the people of Israel over and over again.
Are they considered a minyan?
(Questionable if there are 10 in the count who are not like that)
