I didn’t understand the question. Are you asking whether the Torah has a position on this? I don’t think so. Or are you asking whether the Torah itself is democratic or dictatorial? Simply speaking, it is dictatorial, since we are commanded to obey. However, we were given the authority to interpret it and decide how to apply it.
