Is it permitted nowadays to do laundry on Hol HaMoed, now that washing is done with a washing machine?

It is hard to permit. This is an ordinance whose rationale has at most lapsed, and perhaps it is actually Torah law.

So apparently you have whom to rely on.
Rabbi, Rabbi Lior's responsum is brought here, and you can see that he is twisting himself up because of the change in how laundry is done nowadays.
Also, even if a person washes piles of clothes before the holiday, they still accumulate, since these are everyday activities—in the modern world people buy lots of clothes and do laundry every day, sometimes twice a day.
So the Ritva's interpretation is correct, but even if we accept it and apply it, the piles of laundry will still be there.
And I find the Rabbi's reaction to the possibility of change interesting—that is, the dissonance between reality and Jewish law is practically crying out to him, but the tradition pulls in the ancient direction.

I didn't understand the question. I wrote that in my opinion there is definitely room for this reasoning. The claim is that this is not a case of a decree whose rationale has lapsed, but something to which the decree never applied in the first place (they did not decree against machine washing).

In the meantime I tried to find answers online, and I found that Rabbi Mazuz tends to permit it entirely, because in his view the Sages did not decree against laundering by means of a washing machine. And I found in the responsa Migdal Tzofim (Rabbi Gedalia Axelrod), part 3, that he too tends to permit it, although he hesitates to permit it in practice because the matter depends on the leading rabbis of the generation. In general, I came across this consideration in several places—the view of the rabbis of the generation regarding laundry on Hol HaMoed. It would seem that many hold that the law depends on what the rabbis of the generation consider a desecration or degradation of Hol HaMoed.
