In principle, it seems that for the overwhelming majority of halakhic decisors there is indeed a problem with this. If you ask, that is what they will answer you. But in practice, almost no one actually conducts himself that way, and in my opinion they do not really think that way either. This tension leads to problematic analyses of the topic of the prohibition of secular courts, and to the smuggling in of agendas without presenting them honestly.
In my view, there is a prohibition here, but nevertheless not only is there permission, this is in fact what should be done. I explained this in detail in Column 448.
