In the Jerusalem Talmud (Rosh Hashanah 7a, and likewise in Midrash Rabbah 31:20) it is written that the Holy One, blessed be He, observes the entire Torah. I thought to myself that perhaps the meaning is that the Holy One, blessed be He, is bound by the moral commandments such as murder and the like, as the Rabbi argues that God is subject to morality.
