Question

Hello Rabbi, when the Talmud answers on the basis of an assumption, “No, actually everyone holds/does not hold . . .,” does it mean that this really is the case—that everyone does or does not accept a certain law—or is it saying that this is one possible explanation and the other explanation is not necessary?
