Question

I saw written in Shemirat Shabbat Kehilchatah: “Peels, bones, and fruit pits, as well as other items that are forbidden to move, should not initially be placed on a plate, because it renders a vessel unusable for its intended use”. But nowadays, bones and peels are permitted to be moved like a chamber pot of filth (even on a Jewish holiday), and therefore after throwing the peels into the trash, the utensil becomes fit for use again that same day. If so, would it nowadays be permitted from the outset to put peels and bones on a plate?
