I’m not sure I understood the question. Withdrawal means that the religious court does not issue a ruling, but it also does not stop you from seizing it. It is not yours, but you are allowed to use it. A ruling means that the religious court rules that whoever seized it owns it. A practical difference might be for the law of “for yourselves” regarding an etrog (not sure), or whether one may seize it from the one who seized it first (as is well known among the medieval authorities and later authorities. Also not sure).
