Hello Rabbi Michi,
A quote from the cabinet decisions:
*- Education system:*
• Grades 1–12 in red and orange localities — only classes in which the proportion of students who received *the first vaccine dose* reaches 70% or more will study in person. Classes in which the vaccination rate is below 70% will study remotely.
The decision will apply in middle schools and high schools (grades 7–12) immediately, and in elementary schools (grades 1–6) starting in another three weeks (until then, a contact-reduction policy will be implemented in elementary schools).
• In green and yellow localities, the education system will continue to operate as usual, subject to the “Education Shield” and “Green Classroom” programs.
The decisions will take effect after approval of the relevant regulations, and subject to the approval of the Knesset Constitution and Education Committees.
Seemingly, wouldn’t it have been preferable to continue in-person studies for the vaccinated students, while the unvaccinated students would study on Zoom?

I definitely think that would have been appropriate. I assume the Ministry of Education doesn’t know how to handle hybrid teaching, meaning in-person and Zoom simultaneously.
