Question
Does Jewish law deal with the question of how to divide the amount of donations one gives among different organizations (food for the needy, guidance for the needy, assistance for the sick and disabled, kollels and yeshivas, synagogues, etc.)?
It seems a bit strange to me that there isn’t broader discussion of this issue. It sounds reasonable that some of the decisions should be based on one’s personal inclination, trust in the specific institutions, or one kind of closeness or another to them, but it seems odd to leave such an important matter entirely to the donor’s discretion. The guidelines that the poor of your city take precedence, or that food takes precedence over clothing, or that it is preferable to give to poor Torah scholars—those aren’t enough in my view.

I am not aware of any, and I also do not see a need for it.
