One side supports the reform but agrees that there is room for corrections, and the other side opposes it but agrees that some kind of reform is needed. There can be arguments over the details, but on this there is certainly no unanimity, not even within the same camp. Some of the signatories to the letter you mentioned said this explicitly (Ron Shapira, Oman, and others).
