Or “people of the generation of knowledge”—I came across several such people who refused to go up for the blessing over the Torah scroll because its preparation was not considered valid preparation and fit for a blessing according to the Geonim and Maimonides. Do they have authorities to rely on even nowadays in keeping this Jewish law, and many others, in accordance with the Mishneh Torah, or in your opinion is this an unnecessary stringency?

I do not know how to answer this question. If someone follows Maimonides, then he should conduct himself in accordance with Maimonides. You are asking whether this is correct according to the views that disagree with Maimonides? Obviously not.
This of course does not mean that he is exempt from having a Torah scroll. He should write one and have it prepared according to his own view.
