Yes, absolutely. That is the enactment, and everyone is obligated by it. In general, it is hard to accept the claim that what the sages enacted was that each person should do whatever he enjoys most. I donโt think there is anyone for whom spices are the greatest pleasure. The Sages didnโt think that either when they instituted this.
