What is the reason that the blessings on the Torah that we recite in the morning do not cover the obligation of the blessings (which are the same) recited by the person called up to the Torah? Assuming I am very familiar with the Talmudic discussion in tractate Megillah regarding the connection between the oleh’s blessings and the place of the Torah reading, what is the reason / source for this connection? The blessing on the Torah is general, right? (And not like, for example, the blessing over wine or bread, where you need to have them actually in front of you.)

I didn’t understand the question. If anything, there would be more room to ask the opposite. The blessings recited by the person called up to the Torah are blessings over that specific reading itself. The blessings on the Torah are general blessings over the Torah.
