Is the Talmud a human creation, or was it given to Moses at Mount Sinai?
It is full of disputes and halakhic discussions, and it also contains halakhic errors.
How does it make sense that the Holy One, blessed be He, wrote such a book?

I do not know where you got the idea that it contains halakhic errors, but as I said, your question is not relevant.

Because you are asking whether the Holy One, blessed be He, wrote the errors in the Talmud. He did not write the Talmud; human beings did. You only need to open it and read.
At Sinai we received the Written Torah together with some word-explanations and laws given to Moses at Sinai.
