In your opinion, is it possible to create some kind of test that could determine whether someone is qualified to rule or not?
Aside from inner feeling, what objective test could there be—based on a number of topics and questions about them—composed by people who are already accepted by the public from the outset as being qualified to rule?

I don’t think there is such a test. The test would need to examine how well-formed and coherent you are in your own method, not what your knowledge is or whether you reach conclusions like the Mishnah Berurah.
