What do you think about a system of government like this? Of leaders of tens, leaders of hundreds, leaders of thousands. Only in the opposite direction—not that the king passes his word down to the ordinary citizen, but that every voice of the ordinary citizen is heard equally. And they hold a vote and follow the majority. For example, the leader of tens could be over 9 people, so there won’t be a tie in small decisions, although overall in the final tally it doesn’t really matter.

I don’t understand. What would these representatives do? Would every decision on the table be passed up from the people? Then just hold a direct referendum.
Today you can have a referendum through the phone/internet. The problem is if someone uses your voting power and they don’t know it’s not you. So they verify it, that’s all. This is just the basic idea. It can be improved and streamlined in different directions.
Like it was in the time of Moses our rabbi, only with the pyramid reversed. There would be representatives. Say there are 10 million people in the country. For every 10 there would be a representative who hears them, which comes to a total of 1 million representatives. For every 100 of those million representatives there would be one representative among them. That means 10,000 representatives. And they would have 1,000 representatives. And for them, one representative for every 100. Altogether, 10 representatives who bring the voice of the people to the government. By voting, of course.
