'And there was light'

A question that has arisen in my mind lately –
Assuming that the description of the creation of the world is as it is. That is, there is not (only) any allegory here, what is the meaning of the statement that God created light? As we know, the phenomenon of 'light' is a meeting of the electromagnetic wave on the retina of the eye (so, for the sake of simplicity of discussion). What is the meaning of the creation of 'light', when there was no place for the meeting yet?
I thought of two directions of explanation which are actually one: (a) the idea that God created the electromagnetic wave. (b) the creation of the wave was in such a way that when the retina of the eye meets it, the phenomenon of light will be created.
It seems renewed to me, and I would love to hear your opinion.

Obviously that's what is meant. I don't see any difference between the two options.
