Between the commandments of action and non-action

שו"תBetween the commandments of action and non-action
שאל לפני 4 שנים

peace,
Is there a difference in commandment and obligation between 'doable mitzvot' and 'non-doable mitzvot'?
And so, for example, the commandment "Thou shalt not stand for the blood of thy neighbor," which requires actual actions (rise and do), it can be said that the actions are not really an essential part of the commandment (but what? A necessary condition?), and therefore it is a "Thou shalt not do" commandment. In other words, it is more of an obligation of "doing" that the action is not interesting. Can we say something like that?
