Cleaning in a shared building

The question is a bit petty because I tend to be petty. Our building has a house committee and he himself (meaning someone from his family) cleans the building, for a fee of course. This guy is supposed to clean on Thursday night. A few weeks ago they didn't clean, this guy apologized and of course he won't take the payment for that week. Last Friday they didn't clean again until 1:00 PM, and guests were coming to visit me (my father-in-law and mother-in-law) and I didn't like that the building didn't look clean. So my wife and I cleaned (the entire building!). I went to the house committee with a complaint and also demanded the relative money, and he told me indifferently that his son planned to clean later and since the work is on hold with him, then it's my problem. The truth is that I don't care about the money, but I do want to get him in and at least take the money from him. Do I have a basis to go and sue the annoying person for a few shekels and if so, is it permissible to deduct it from the payment that comes to the house committee and let it explode.
