Cooking after cooking in moisture

Is there any explanation for cooking with moisture (not water)? I haven't been able to find much beyond resolving the contradiction in my opinion.
Should we be concerned about this, according to the Dina? I saw that Rabbi Ovadia wrote that it is easier to use the grama to put something wet before the Shabbat clock turns on the burner. Can we rely on this?

The explanation is that heating water is considered cooking. Regarding a dish like soup, I really think it is unlikely. And if Rabbi Ovadia writes something, does he need my approval? In other words: If I answer you that you can trust it, who will you ask whether to trust me?
