peace,
I remember that the Rabbi wrote somewhere about the authority of the Sages to remove something from the Torah in a dispute. There is a disagreement between Rambam and Ramban about this (and perhaps it concerns the 'do not deviate'). Can the Rabbi direct me to where he wrote about this? And in general, if the Rabbi can summarize the main points for me here, I would be grateful.
Is this also true regarding the decrees of the Second Yot of Galyot? Is this a removal of something from the Torah (as in the case of Kafilin). Or is it a type of custom and the definition is different?

The Gemara in Yevamot explicitly states that they have the authority to uproot in a sho'at. I know of no dispute about this. There are Rishonim who wrote that there is also the authority to uproot in a ko'a in special circumstances. The second Yot is not related here because it is a rabbinical law. And yet, since it is determined by a minyan in principle, another minyan is required to permit it. See Rambam, Chapter 2, Mahal' Memariam.
