Is it permissible to kill?

Hamas leader Yahya Sinwar, in 2008, while serving his sentence in prison, was diagnosed with a brain tumor. He was taken to the hospital. A complex operation saved his life.
Even in 2008, they saw how powerful he was and how much danger and death he could cause to the residents of Israel, especially if he were to be released.
Is it halachically and morally permissible to intentionally kill him, under the guise of a failed operation and no one would suspect, etc.? What do you think?

I didn't understand the question. You can kill him directly. Why do you need a disguise? Maybe for political reasons, but what does that have to do with halakhah and morality? In my opinion, we shouldn't treat these guys, but rather leave them to die and actively help them do so. Our entire treatment of terrorists is delusional.
