Do men have an obligation to guard their eyes? On the surface, it seems that "You shall not look at me" is not specifically talking about prostitution but about the issue of spies. The commentary on the book is also more conceptual than halakhic and also talks about עזר. We see in the Gemara that when a woman was taken out to be executed, she was naked and not dressed modestly, and it is also said about Samuel who would look at women to learn what the signs of maturity were. On the other hand, it is said in Tractate עזר that it is forbidden to even look at a woman's heel…
In addition, there are old editions of the Strong Hand and the Shulchan Aruch with illustrations of immodest women.
(And Nadav Schnerb's article in Academics regarding women's modesty really does see a trend that may be connected if there is no problem with keeping one's eyes open.)

There is certainly such an obligation, from the Torah: And you shall not turn. This does speak of matters of fornication (after your eyes) and views/views (after your heart). And so all the poskim ruled. The question is what this obligation includes, and simply, it is in any situation where reflection arises that is forbidden. The examples in which women are seen in an immodest position are those in which no fear of reflection arises (such as a doctor in Abidatiya Trid). So is what is written in the Sutta, "And he cut off the head of the woman." Alternatively, even if such reflection arises, fulfilling the mitzvah rejects the prohibition (especially according to the permission of "not possible" and "not intended", as in "Lika Darka Akhirina"). Nadav's article is not related to this. He discusses the question of whether a woman's modesty is to avoid stumbling a man or whether it is a value in itself (and whether there are even laws of modesty). As far as I remember, there is no discussion there of whether a man has an obligation to avoid forbidden sights (that provoke reflection).
