On the logic behind "everything is constant, as half upon half of my blood"
What is the mathematical-statistical logic in general: "Every constant, as a half on a half of a dollar"?

I don't know statistical logic. I think it's more of a legal determination than a statistical one. And even on the legal level, this rule has taken on incomprehensible dimensions. There are cases where it may be possible to understand it, but its applications go beyond them.

Could it be that the Sages derived this law from an incorrect statistical understanding? (Perhaps like Pascal, who thought that the chance of God's existence was 50%).

It's possible, although I'm not sure about the applications. Everyone understands that there is no statistical difference.

What was difficult for the Sages to do in using the rule "everything is different from every other thing" even in "permanent" situations?

I don't know. I don't know of a logical explanation for the rule of constants (search the web for an article by an artist about it, but I remember not agreeing, at least not in all cases).
