This is what Rabbi Kook wrote in his book A of the Three Kingdoms:
The one who thinks in prayer that it changes the divine matter, the Lord blasphemes and blasphemes, and the one who thinks that he is only changing himself, the Lord diminishes the value of prayer, and with it the entire value of divine service. But the one who is prepared, who works to change himself for the better, and by feeling that the very essence of his being is changing, the entire value of all existence changes for him for the better, because the entire existence is affected by one of its spiritual parts in particular. And the more the spiritual content that brings about the change is more sublime and more inclusive, the more the changes are greater and more effective in their influence of goodness. This is the one who works with the proper intention, from which the soul is filled and the world is blessed.
I understand that: God does not change, but to say that prayer is only a psychological-moral-ethical value is irrelevant. Through a fundamental change in personality, the wider world indeed changes because there is a connection between a person's personality and other objects in reality.
I interpret that: Rav Kook means that although God is not changed by prayer, there are spiritual systems that exist in reality and can act for the good, at least in a moral-spiritual sense. This depends on the strength of the person's intention to change various functions.

  2. No. I don't see the effect that prayer has on reality, whether it is divine intervention or a response of the spiritual nature to the spiritual state of man. After all, we should have seen an effect, and I don't see any.
