The Halachic Status of Two Bibles and One Translation and the Status of Seculars
What is the status of this? A custom or a mitzvah of the rabbis?
What is the legal status of secular people? A baby who was captured, or something else? Is there a law against saying something to a secular person on Shabbat or other things?

It is accepted that this is the law of the rabbis. This is how the poskim understood it, although the wording in the Gemara (Berachot 8) allows for understanding that this is good practice.
