Using someone else's entitlement
I work as an optometrist in an optical store that works in collaboration with health funds.
In general, once a year, a member of the health fund receives an entitlement to a discounted purchase of a pair of glasses with the fund's subsidy (the customer pays a small amount and the health fund transfers a sum of money to the store for each entitlement exercised ). Is it permissible to exercise the entitlement of one family member for the benefit of another family member? (For example: one child exercised an entitlement and his glasses broke and his brother doesn't have any glasses at all, is it permissible to use a health fund card for the brother who needs them?) This happens in quite high percentages and with different variations because it pays off for both the customer and the store because the store receives money from the health fund. Another thing that happens is the fictitious registration of high numbers on glasses for a customer whose numbers are low in order to receive a larger sum of money from the health fund for the store (this happens, but on a smaller scale).
From what I understand, those responsible for supervision on behalf of the health insurance companies know about this but turn a blind eye… Does it matter? After all, it's public money.
Another question: Am I allowed to work there even if I don't do these combos myself? I basically just do vision tests, I don't get involved in sales as such.
