What is it worth?

I constantly see in Leibowitz's writings the use of the concept of value as a value judgment that stems from the will of man. I would appreciate an answer on both of them (:
1) What is the definition of value?
Livovit also claims that this stems from a voluntary decision. My question is
2) What does the voluntary decision stem from and what does he define as a will?

1. Value is a principle that attaches value/weight to actions. There is a fundamental value to life, therefore there is a strict prohibition against murder. 2. The voluntary decision does not determine the values. Good and evil are given (from God. See columns 456-7). The voluntary decision is whether to do good or evil. It does not arise from nowhere in the causal sense (therefore it is a decision).
