Nedarim 44: "Rav Chisda said, 'I will lend to you my wealth, I will give you my money
In the Rabbi's opinion, does someone who sits down to study only this section fulfill the commandment to study Torah? And if the answer is yes, in what sense is this called Torah?

I don't think so. But in my opinion, all legends are not Torah study (except perhaps in Gebra). I think that one should not recite the Torah blessing over legends.
