You shall not stand for the blood of your neighbor.
What are the boundaries of the prohibition? Can it be said that when I see a blood donation truck and I can donate with almost no effort on my part and I don't donate, I am violating the "Thou Shalt Not Stand"?

I don't think so. To get past you seeing a concrete person who is in danger and only you can save him and yet ignoring him. That's not the case there. But it's definitely worth contributing.
