A. It is clear that there is an obligation to do this, but it seems to me that it is not possible to do so. Both because of external constraints (the countries of the world and Muslims) and because of internal constraints (the people of Israel do not want this). This is an obligation on the public and not on any individual. B. I have not examined the issue on a practical level, but it is assumed that someone who has examined will know how to locate the places that can be entered.
