Thou shalt not murder.
Excuse my ignorance, but where are the rules for a murderer in the Shulchan Aruch?
I searched and didn't find it, so maybe there really isn't one. The question is, where do you think they should have been? In the foreign or judicial system? In other words, is the prohibition "Thou shalt not kill" based on my right to live or is it just an obligation on others? In other words, is it a legal prohibition before a religious prohibition or just a religious one?

In the last two signs abroad. Very little (because this is not practiced in the Zama"Z). And the reason for this is that a person has a right to his life, and therefore the courts are the ones who discuss this law.
