Absolutely. First, under today’s reasonable norms, there is no issue of modesty here, and what remains is the question of improper thoughts. If such a thought passes through one’s mind from time to time, it is hard to see that as a prohibition. It is part of life. If it is persistent and troubling (doesn’t leave you alone), then too, in my opinion, there is no halakhic prohibition. It is unavoidable and not intended. But of course, in the latter situation, even without a halakhic prohibition, one should consider not putting oneself in that situation. But an education in which a reasonable person develops persistent troubling thoughts in such a situation is distorted. An obsession with modesty is itself not modest. There is common sense and a reasonable world, and the Torah should be implemented within that framework, not in monasteries.
