Rabbi Melamed published that he believed that there is no conversion without receiving a commandment.
But seeing the plight of the latter who believe that it is appropriate to do so in times of need, then families whose sons are in a problematic situation can rely on the rabbis who convert, and the state cannot fail to recognize this emigration.
Although he noted that this was a minority opinion among the latter, it is possible that it was the majority opinion of those who actually dealt with it and that this was the reality in their community.

My opinion is that the opinions of poskim are meaningless. A person should decide what his own opinion is and rule according to that. Therefore, it really doesn't matter if there are such poskim and how many there are. The point is simple: one cannot convert without receiving a commandment. This is absurd nonsense. Receiving a commandment is the essence of conversion. Even in the sources he cited, it seems that this is not really what is written. First, the state is not supposed to determine who is a Jew. Second, if it has already been decided that it will determine, then if there are such opinions, the state has the authority to rely on them. The very fact that the state should determine this issue sharpens the absurdity of granting the state authority in religious matters.
